The construction permit for Diablo canyon 1 was applied for in January 1967
and Diablo Canyon 2 in June 1968.  AEC permit received in Oct 73 and
Coastal permit in March 74.  NRC expects to act on license in March 82.

San Onofre 2 will be finished in early 82 and San Onofre 3 in early 83.
In May 82, NRC expects to act on permit.

	\A. The Diablo Canyon plant construction permit was applied for
in January 1967, and the NRC indicates that it
 may receive its operating license early in 1982.  Many earlier American
and present foreign plants - in France, Japan and Taiwan - have been
put into operation much faster.  For example, the seven French plants
put into operation in 1980 took between 50 and 62 months from letter
of intent to regular delivery of power.  We need to revise our
regulatory system to avoid expensive delays.
